Short-Term Financial Assistance (HOPWA/HUD)

Short-term financial assistance is available to HIV+ individuals and families experiencing financial crisis.  Qualifying expenses include rent, mortgage and necessary utilities such as gas, water and electricity.  Mortgages, deposits (Rental or Utility) first month rent, applications fees or moving experiences are not eligible expenses. This service is funded with federal appropriations made to the City of Atlanta’s Housing Opportunities for Persons living with AIDS (HOPWA) program.

Qualified applicants may receive assistance 21 out of 52 weeks and are approved based on individual circumstances and availability of funds.  Applicants are required to be case managed clients of AID Atlanta or a verifiable case management agency.  Applications are completed by AID Atlanta Case Managers or agency Case Manager that has received AID Atlanta STRMU Training.  Applicants must provide proof of demonstrated need, plan for self-sufficiency, medical status, current income verification from the past 30 days, and a copy of the invoice or bill for which the request is being made.

Security Deposit Assistance Program (HOPWA)

The Security Deposit Assistance Program (SDAP) is funded with federal appropriations made to the City of Atlanta’s Housing Opportunities for Persons living with AIDS (HOPWA) program.  The purpose is to provide security deposit and first month rental assistance to people with HIV/AIDS who have a demonstrated need with establishing permanent residency. 

Applicants are required to be case managed clients of AID Atlanta or a verifiable case management agency.  Applications are completed by AID Atlanta Case Managers or agency Case Manager that has received AID Atlanta SDAP Training.  Applicants must provide proof of demonstrated need, plan for self-sufficiency, medical status, current income verification from the past 30 days, and a copy of the deposit notice or invoice for which the request is being made.

Security deposits are program funds that must be returned to the program when the assisted tenant leaves the unit.  AID Atlanta maintains records of all security deposits and will make good faith efforts to recover program funds paid through SDAP upon the departure of the beneficiary from the unit

Short-Term Financial Assistance (Joining Hearts)

Through the generous donation of Joining Hearts Foundation, AID Atlanta is able to assist HIV+ Clients in need of financial assistance for housing related expenses that are disallowable by federal grants.  Qualifying expenses may include rent and necessary utilities (gas, water and electric). Other housing related expenses such as moving expenses, security deposits, reconnection fees and late bills on units may also be covered.

Requests are approved based on individual circumstances and availability of funds.  Applicants are required to be case managed clients of AID Atlanta, and must complete the request for assistance through an AID Atlanta Case Manager.  Applicants must provide proof of demonstrated need, plan for self-sufficiency, medical status, income verification for the past 30 days, and a copy of the invoice or bill for which the request is being made.

Tenant Based Rental Assistance (HOPWA)

The Tenant Based Rental Assistance program is a 6 to 12 month program designed for Members that are on the brink of self-sufficiency. It allows Members to receive a subsidy while they simultaneously work to achieve a concrete and measurable goal that is intended to result in housing stability and self-sufficiency. Applications are initially approved for 6 months with an opportunity for renewal for an additional 6 months.

Applicants must be committed to and willing to provide documentation to demonstrate a need for the program.  They must have a specific goal or goals with measureable steps that will be accomplish over the course of the program resulting in stable housing and self-sufficiency. All Participants will be required to attend Right Track within 60 days of approval. Right Track is a series of workshops designed to promote self-sufficiency and adherence to medical care.

Participants of the program are required to pay 30% of their adjusted monthly income towards rent. The agency provides the remaining rental amount through HOPWA (Housing Opportunities for Persons with AIDS) funds.  In order to qualify, applicants must have stable income, remain under the care of a medical provider and be complaint with case management.
 
In addition, participants must be leasing rental property.  Home Mortgages do not qualify for subsidy through the Tenant Based Rental Assistance Program.  Applications must be completed by the applicant’s assigned case manager.

Medication and Insurance Assistance (DPH)

AID Atlanta is an official enrollment site for the State of Georgia’s Department of Public Health (DPH) AIDS Drug Assistance Program (ADAP) and the Health Insurance Continuation Program (HICP).  Eligible clients are assisted with applying and re-certifying for these programs.

Though AID Atlanta Staff will assist with the application and re-certification application process, DPH makes all final approvals on every application and the funds are directly administered through the state program.  All case management and Medication Insurance Assistance Specialist staff are also trained to help eligible clients apply for medication assistance programs offered through various pharmaceutical companies.

Transportation Assistance (HOPWA)

Transportation assistance is provided to individuals with little or no income who are seeking housing and other related case management services.  MARTA Breeze Cards and half-fare Cards are provided to case managed clients at all AID Atlanta case managed sites.
